Penang, Malaysia — The Civic Education Study Program (PPKN), Faculty of Social Sciences and Law, Universitas Negeri Jakarta (FISH UNJ), carried out an international community service program at the Learning Center of Pertubuhan Masyarakat Indonesia (PERMAI) in Penang, Malaysia, on Thursday, May 7, 2026. The activity reflects FISH UNJ’s commitment to expanding the impact of the Three Pillars of Higher Education beyond national borders, particularly for Indonesian communities living overseas.
The program was organized through a collaboration between PPKN FISH UNJ and PERMAI Penang. Beyond serving as a platform for knowledge sharing, the initiative also strengthened social, academic, and national ties between an Indonesian higher education institution and the Indonesian diaspora community in Malaysia.
Head of the PPKN Study Program at FISH UNJ, Yuyus Kardiman, stated that PERMAI Penang was selected as the community service location as part of the study program’s effort to develop a civic community abroad. He emphasized that Indonesian communities overseas play an important role in maintaining citizenship values, social solidarity, national identity, and active participation in global society.
“Through this program, we aim to strengthen the implementation of civic community among Indonesian communities abroad, particularly in Penang. Higher education institutions have a responsibility to be present not only in domestic contexts, but also to make meaningful contributions to Indonesian communities overseas,” said Yuyus Kardiman.
A total of 11 lecturers from the PPKN Study Program were directly involved in the activity, namely Prof. Nadiroh, Prof. Tjipto Sumadi, Prof. Etin Solihatin, Prof. Achmad Husen, Raharjo, Yuyus Kardiman, Mohammad Maiwan, Iqbal Syafrudin, Mitra Mustaricha, Fella Defilla, and Syifa Syarifa.
The community service program featured educational sessions, discussions, and capacity-building activities related to social issues, digital citizenship, environmental awareness, and the empowerment of Indonesian communities abroad. Through this approach, PPKN FISH UNJ encouraged Indonesians in Malaysia to remain active citizens who are adaptive, critical, environmentally conscious, and committed to preserving national values within a cross-border context.
The activity also supports the achievement of the Sustainable Development Goals (SDGs), particularly SDG 4 on Quality Education, SDG 10 on Reduced Inequalities, SDG 11 on Sustainable Cities and Communities, SDG 16 on Peace, Justice, and Strong Institutions, and SDG 17 on Partnerships for the Goals. By strengthening citizenship literacy, social awareness, and diaspora community empowerment, FISH UNJ demonstrates the active role of higher education in building inclusive, empowered, and sustainability-oriented communities.
In addition to the educational program, PPKN FISH UNJ donated one air-conditioning unit to PERMAI Penang. The contribution was intended to support a more comfortable learning environment and enhance the effectiveness of educational, social, and community empowerment activities organized by PERMAI.
Secretary General of PERMAI Penang, Agung Priatin, expressed his appreciation for the presence of PPKN FISH UNJ in the international community service program. He noted that the activity represented a meaningful form of attention from an Indonesian university toward Indonesian communities living abroad.
“We warmly welcome the presence of PPKN FISH UNJ in this community service activity. We hope that this kind of collaboration can continue and bring lasting benefits to Indonesian communities in Malaysia,” said Agung Priatin.
Through this program, FISH UNJ reinforces its position as a faculty committed to the development of social sciences, law, civic education, and cross-border community empowerment. The collaboration with PERMAI Penang is expected to continue through future educational programs, community service initiatives, collaborative research, and empowerment activities for Indonesian communities in Malaysia.
